 And here is a quote I posted on facebook, from April 29, 2013 just one of many throughout the years, that I have tried telling the Church on things to be aware of and in prayer concerning.
Someone's been posting a viral picture all over social media asking, "Have you prayed about it as much as you talk about it?" My answer is yes. 
 The problem is too many popular preachers, churches and congregations never pray about their nation, state, county, city, schools, law enforcement and world until they're told it's cool to pray. Sadly that's whenever there's a mass shooting, bombing or natural disaster. We're always in the playground at recess playing Holy Ghost hopscotch and down with the devil dodge ball until it's time to show off what we learned in Sunday school. The biggest prayers are for our family and homes. But little goes up for the homeless, destitute, salvation, and yes, for those who persecute you, loving those who hate you. For how is God's New Covenant house going to be built, and grow?
 Haggai 1:1-6 In the second year of Darius the king, in the sixth month, in the first day of the month, came the word of the LORD by Haggai the prophet unto Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, saying, 2 Thus speaks the LORD of hosts, saying, This people say, The time is not come, the time that the LORD'S house should be built.

 So it was back in 2013 that the Lord had showed me about these verses having absolutely everything to do with what we've been seeing in our nation then and all the way up until now.  Concerning spiritual warfare, somehow I need to shift my mindset and continue my podcast and missions/evangelism through my show, and continue responding as a Billy Graham disaster response chaplain, as I have had the blessings to do several times from 2003 until last March which was my most recent deployment to Sacramento, the 13th stop on Franklin Graham's 50-state prayer rally.
 So please consider financial support, if you will, and I'll have info on how you may help, below. My point is Haggai was also in poverty when he mentioned in ch 1:6 the people put their money in bags with holes, and Christians today are under the same lack of blessings or, curses, if you like, as the rest of the nation who ultimately crossed the red line, for a time. But I'm in California and I see California being left out of the so-called new prosperity this administration is going to bring to pass. Except after it becomes a 1-termer? And the next guy nullifies the Trump effect like Trump is nullifying the Obama effect? Is every Presidency going to be a tit-for-tat, with We The People being jerked between many parents, our successes being constantly ripped away by the next, and constant opposition from whoever the losing party is at the time? The trouble with deception is that it causes people who really do know how to think, to see that many statements by our elected officials, spiritual leaders and mainstream media news outlets, as well as independent media on every side of issues, statements are for control and not love.
 I support Trump and get pretty aggravated by probably 99% of the media anger machine churning out garbage at every chance no matter how stupid and wrong they are, but that doesn't mean people I disagree with are revolting against God purposefully or mistakenly. Most of the times when we revolt, it is because how we are being given information. But the American mainstream media are definitely purposefully deceiving it's viewers, listeners and readers. Most people still don't know this because it has only been since 2015 that enough biased sources on one side figured out how to open the eyes of enough states to elect someone who felt the need to inform you of what myself and others have been trying since the late 1980's, and many more since decades before I began. 
 So as a voter, even though I support Trump, I still dis count 99% of independent media who promote and promoted Trump, because I see that they don't even care about who they support, as it is only for financial gain, exactly like American mainstream media. I would even say that 99% of Christians were also deceived, but they were deceived because like almost everybody else, all they care about is their pocketbooks. But it was well worth it for reasons even more important than Trump actually becoming President in favor of what he supported. The more important thing was that Hillary does NOT become President. I did a broadcast about this last month and it pretty much details more than I could put in a social media comment but I bet you'd think it's very intriguing. It's titled, "Lying Spirits..." 
 We're closer now to Jesus' return than we realize. We've had to have already passed the halfway mark, and we're just inches away from the end of the world as we know it, and ready to enter into eternity without all this chaos we have grown accustomed to. On a clock scale, I'd say we're at 11:59 PM.  There's a war on for our minds, and it's been waging since Adam and Eve. But here in the U.S. we seem to be on the cutting edge of it, because like the rest of the world, who have mastered reverse engineering of American industrial and technological engineering, making our ideas better; that is nothing, compared to how well we re reverse engineer communistic/socialistic social engineering. We've mastered the ideas of the former U.S.S.R. and current Communist China, in all their social and brutal tactics controlling the thoughts, actions and private lives of every unfortunate citizen of their oppressive governments, whether you know it or not. And it doesn't matter who our current or next presidents become, as long as things keep progressing as they are and have been for the past 100+ years. And that requires the utmost precision in the execution of all it takes to take a so-called free society, and turn it anarchistic before taking control of all, including those helpful anarchists, and becoming a new world surveillance society, 100% beholden to the government and all it's power and resources seized by said government. 
  I was just explaining a lot of these things to my son who's 30, a couple days ago, when I read about this victory for all those behind the nation's anti-Trump uprisings, especially U.C. Berkeley. So here's the latest on arguably, the most "conservative" independent news corp in America. I've written and spoken out against much of the media and supporters of Trump being the same as the left but have no clue as to what the real stakes are in this election. I even copied my comment so I can at least remember that I was at least aware, that almost everyone on any side of the political spectrum cared about was their pocketbooks but all the other freedoms they claim to cherish, they don't care about at all, until it effects them. Obamacare, or the so-called Affordable Healthcare, was the tipping point. But just look at the most read and shared conservative independent news website adds of young girls in online dating sites, half naked Wal Mart shoppers, gross things looking like male genitals, older women seeking young males, etc... and they are mostly conservative "NEWS" sites! I see none of that garbage on the so-called "opponent's" sites, but then you're dealing with even more lies, deception and false reports and interpretation of the Founders of the U.S. Constitution and the Bill of Rights. The Milo Yiannopolous story ought to prove to us that the majority of us don't even know what we are fighting for, when you consider who all sides end up setting into leadership, when we so often find out they are satanists, adulterers, pedophiles, and the list goes on and on and on. If only the majority will read articles, and not just headlines, and read the Constitution and Bill of Rights, and not just listen to t.v. 
 So long story short, it boiled down to money and they all gathered their talking points to paint themselves as angels.  Now, back to the Christians in poverty subject. Does it really bother you that you have to be lumped into the same curse as the heathens? Who, today, are NOT putting their money into bags with holes? Who do you know who still has expendable income, yet reduced their giving and support of missionaries, church, and just about anything that would be a blessing to others without expecting something in return? Are you like those God spoke to through Haggai, who care about nothing except your own home?
 Or like myself and many others, are you going to renew your focus and get back to the basics of being a light in a dark place? Are you going to be in this world but not of it? Is much of what I mentioned above enough to consider yourselves blessed that we have an expected end? God knowing His thoughts of good toward us and not evil? Can we look towards the goal of the High calling, even if our only rewards are going to be in Heaven? I say it's well worth the wait, however long and whatever the cost. Do you?

Damage to Oroville's main spillway 'was an accident waiting to happen'

The badly damaged main concrete spillway at Oroville Dam was pounded by massive volumes of storm water this month, but its failures occurred well short of the maximum flow that engineers designed the system to handle.
The spillway began breaking apart when its gates were opened Feb. 7, allowing 55,000 cubic feet of water per second to roar down the slope. That was only 18% of the 300,000 cubic feet of water the channel was designed to carry per second, one of the factors that raise significant questions about its design integrity, engineering experts said. Eventually, the gash that opened up had grown to 500 feet in length and dug a hole 45 feet deep in the earth.
Weakness in the aged concrete, inadequate repairs of cracks and instability in the ground under the spillway caused large pieces of concrete to break apart and tumble downhill, said Robert Bea, a retired civil engineering professor at UC Berkeley who led one of the investigations into the failures of the New Orleans levee system in Hurricane Katrina’s wake.
The failures in the concrete spillway will be investigated for a long time. But some of the nation’s top civil engineers are already pointing to some likely suspects: design flaws, misunderstood geology and poor maintenance over the years.
The Federal Energy Regulatory Commission, which has jurisdiction over the Oroville Dam, ordered the state on Feb. 13 to conduct a “forensic analysis” of the damage and said it was appointing an independent board of consultants that would have broad powers to review the investigation and oversee the repairs.
Nancy Vogel, a spokeswoman for the Department of Water Resources, which operates the dam, said in a statement: “Everyone will benefit from a full analysis of this incident, which is exactly what we will do. Right now our top priority is public safety and managing the active emergency response.”
The spillway is not part of the dam, but it is one of the most crucial safety systems at the site. It must sustain tremendous forces when storms fill the reservoir to its capacity, which was the crisis facing state engineers after continuous rains in Northern California had swollen the Oroville impoundment. When they opened the control gates, water rushed down the 3,000-foot-long spillway, which drops about 700 feet in elevation, at estimated speeds of more than 50 mph.
The forces the water imposed on the 50-year-old structure were enormous, far greater than those of a big rig truck pounding a highway. The dead weight of the water alone was more than 5 tons per square foot, and as it poured down the spillway its undulating motion exerted even more force on the concrete, Bea said.




Bea, a member of the National Academy of Engineering, bases his analysis on a review of inspection documents, original design documents and photographs of the damage, as well as interviews with engineers who helped design the dam.
Inspection reports show that trees had been growing next to the spillway, which could have damaged the ground that supported the heavy structure. When they were removed, they left bare ground adjacent to the spillway, a weak point, Bea said. Recent photos show that trees continue to line the area of the damage, which undercut the spillway’s vertical wall. In New Orleans, the failure of levees well below the forces they were designed to withstand was traced to a poor understanding of the strength of the soil.
An incident report by the Department of Water Resources also raises the possibility that the spillway was undermined by water running downhill outside the spillway, which eroded rock and soil that supports the structure. Any previous damage by the tree roots could have allowed the runoff to more easily wash away rock and soil, Bea said. A photograph of the damaged area shows erosion outside the wall of the spillway.
The dam was one of many built in a flurry of construction in the 1960s, when engineering analysis was far less sophisticated than it is today and engineers had to rely on slide rules rather than computational models.
“It was an accident waiting to happen from Day One,” said Don Colson, a retired engineer who worked on the Oroville Dam design in the 1960s and went on to a 36-year career at the state water agency. “This was a mistake that went back to the very beginning.”
Colson, who worked on other parts of the dam, said the design of the spillway never fully analyzed the potential for cavitation, which occurs when roiling water creates air pockets that cause high-pressure intrusion into cracks and fissures. The action can chew through thick concrete and even steel.
Dam spillways have a long history of problems with cavitation. The spillways at Hoover Dam have been used twice, and both times they sustained heavy damage, similar to what happened at Oroville. Cavitation caused concrete to fail and resulted in scouring of the surrounding rock. Glen Canyon Dam, also on the Colorado River, sustained massive damage in 1983 when its underground spillways were put to use. Dams in Pakistan and Brazil have also proved the potential for cavitation to damage spillways.
J. David Rogers, a dam expert at Missouri University of Science and Technology who has written books on past dam failures, said long spillways such as the one at Oroville create difficult engineering problems. A 3,000-foot stretch of concrete can shrink 15 feet as it cures, creating gaps between panels. Thermal expansion and contraction over the years reopens gaps, allowing cavitation to expand the holes.
Oroville’s spillway was also fighting gravity, having a tendency to slide downhill, opening more gaps on its surface over the years, Rogers said. Meanwhile, the long drought probably caused the underlying soil to shrink, creating underground fissures that the drenching rains this year would have easily filled in the foundation, he said.
“You have to grout these things in perpetuity, and that is what we are doing a poor job on as nation and a state,” Rogers said.
The Army Corps of Engineers and the American Society of Civil Engineers have long warned that many of the nation’s dams are not receiving adequate maintenance. Rogers said that over the years, dams have operated closer to their maximum storage, providing less space for flood control, as political pressure has grown to maximize water storage and electrical generation.
All of the engineers said the state will likely have to replace the entire spillway, given the damage that occurred at such a moderate rate of discharge. That could cost more than $100 million, they estimated. And there are hundreds of thousands of cubic yards of debris that were deposited in the Feather River that will have to be dredged out to allow the dam to operate normally.

Two notable sink holes one swallowed two cars near Hollywood, and another slayed a large fire truck in San Bernardino County on the I-15 Cajon Pass that dropped low enough to where it wasn't even visible to the video camera from next to it. It really did sink. An electric pole fell and killed a man electrocuting him, a car accident killed a person in San Diego, a man in Victorville drowned and died in his submerged vehicle, a part of at least one town is under water and who knows what by the time I get up for work. Finally here's an update with some confirming information from a trusted source, ex C.I.A. whistleblower, Robert Tosh Plumley: 
IN 1959 CIA launched a program known as "Illusionary Warfare Training" the forerunner of its TOP SECRET "Mockingbird project of the sixties. That secret training facility was located at Nags Head North Carolina and classes were conducted at a private residence, not at a federal facility.
The teaching concept was based upon the following:
"Control the communication to the people and you can control the thinking and actions of the people"
That concept was used by CIA in Central America during the mid fifties and into the early years of the "Cold War" with Russia.
Today, I see that old CIA program being, modified, dusted off, tweaked, and put back into the field.
OUR MainStreamMedia (MSM) appears to be 'mirroring' that CIA project. When a coup is in force, in a third world country, the first order of business is to control all communication outlets, TV, print, and radio stations. The next step is to isolate all dissidents, eliminate some by "wet methods" if necessary. The record shows this, 'wet method' has been used many times on dissidents over many decades.
The second phase of this program is to launch many diversions, scattering reporters and investigators in hundreds of directions, which causes confusion of the people, in reference as to what the facts behind the story really are.
The infiltration of special political interest operatives into almost every segment of our government agencies is almost complete. A secret, invisible government is now in control of most of our MSM reporting outlets.
If there was ever a time for America to unite and support its elected president it is now. We, the citizens of the United States, are engaged in a secret war with special interest lobbyist and political, infiltrators supporting a private agenda. It appears we citizens don't know it.., or if we do know, we could care less.
It is time for every America citizen to get its head out of its ASS and demand this specialized CIA 'special interest' operation be exposed and stopped immediately.
If there is to be an investigation by Congress, or the Senate, then let it start by investigating the methods and procedures of MSM reporting.
You might hate Trump because of the adverse press, or other reasons, but remember he is the elected President and its time to put our differences away and, as citizens, do our best to work with him.
We citizens collectively asks for changes within our political structure in order to save our Constitution and our way of life. Now that it appears we have it, we don't know what to do with it because of all the FAKE reporting that is going on within this Nation by our MSM news outlets.
In my opinion MSM Journalism-- in this country-- has reach a new low. American MSM reporting is not worth taking the time to wrap their stories in their own newsprint.., not worth taking the time to take their "exclusive headline reporting" out to the garbage along with the rotten fish.

Even though I support Trump, I still dis count 99% of independent media who promote and promoted Trump, because I see that they don't even care about who they support, as it is only for financial gain, exactly like American mainstream media. I would even say that 99% of Christians were also deceived, but they were deceived because like almost everybody else, all they care about is their pocketbooks. But it was well worth it for reasons more important than Trump actually becoming President in favor of what he supported. The more important thing was that Hillary does NOT become President. I'll just say I'm sticking to my story because I just find it more difficult to believe one week of something as sudden as that hole in the dam would bring us to where we're at now, unless it was an attack, rather than 4 years of drought. Somebody thinks we're dumber than I may be making myself out to be, by being some conspiracy theorist, which is kind of embarrassing, but this seems quite different and I'll take the scorn for it. 

Michael Tobin- I'm about 900+ miles south. I have a friend in West Virginia who actually had a vision last year thet there was a huge flood near the San Francisco Bridge! If you look at the map, you'll see that the water flow a couple hundred miles north east where Oroville Dam is, leads all the way into the SF BAY! So if God sees fit to show someone something before it happens, then there is some significance that He wants His people to be aware of. My friend, who is a personal friend I had known since Bible school, from 1989-1994 before coming back to California, actually has a daughter living near the San Francisco Bay south of the Grizzly Bay! I just found that out. So her daughter is right near below a place called Grizzly Bay that the Feather River leads from the dam, down to the Sacramento River, then on down to the San Joaquin River AND a canal, on down to the Grizzly Bay that her daughter lives just a few miles below. We'll see if it reaches all the way down there but I don't believe it will be disastrous because the Grizzly Bay, which looks like a humongous lake, goes into the San Francisco Bay, THEN to the Pacific Ocean. Hense, my friend's vision of the San Francisco Bridge and a flood! Praise Jesus Mom knows everything huh?

It's all for corruption, power and money. Michael Tobin- It's either an attack or it's our own doing this for actual on-hands experience for national security and military prior to destroying the Mosul Dam, which is literally ancient Ninevah, as prophesied in the book of Nahum that Ninevah will be flooded. I didn't cover the part that it might be a deliberate training scenario though. But I believe more that it is a foreign attack. That is what I believe the Lord is showing me. Michael Tobin- What's happening now, from Los Angeles Times 10:30PM UPDATE Pacific Time Sunday, Feb 12, 2017 --- Evacuations ordered below Oroville Dam after a hole is found in its emergency spillway --- Tns of thousands of residents in Northern California were ordered to immediately evacuate Sunday afternoon after erosion at the emergency spillway at Lake Oroville threatened to flood downstream towns. 

The flood danger emerged suddenly when a hole developed Sunday in the auxiliary spillway that was being used to lower the levels of the full-to-the brim reservoir. The erosion could undermine the concrete top of the spillway, allowing torrents of water to wash downhill into the Feather River and flood Oroville and other towns in Yuba, Sutter and Butte counties.

Sunday night, officials said the threat had diminished because the lake level had dropped and water was no longer washing over the emergency spillway. But the situation at Oroville remained precarious. The two main avenues for getting water out of the lake – the unpaved emergency spillway and the main concrete spillway – were both damaged.

Both spillways are separate from Oroville dam itself, which state officials continued to say was not in danger. The main spillway, a long concrete chute off to the side of the dam, has a gaping gash in it that forced officials to reduce releases last week.

And the arrival of a new storm system later this week put water officials on a race against time. Bill Croyle, the acting director of the state Department of Water Resources, said they planned to continue discharging flows at a rate of 100,000 cubic feet per second, with the hope of lowering the reservoir level by 50 feet.

"This is not a Drill. Repeat this is not a drill,” the National Weather Service said Sunday, urging people living below Oroville Dam to evacuate. The evacuation was ordered because of a “hazardous situation” involving the Northern California dam's emergency spillway. The National Weather Service said the auxiliary spillway is expected to fail and could send an “uncontrolled release of flood waters from Lake Oroville.”

Interestingly enough, in tying up how I am relating the two California dam scenarios with the Mosul (Ninevah) Dam imminent target of enemy destruction; A small plane with a flight student, a male instructor and another male, crashed right near the Sutherland Dam, slightly north of the crash site in Ramona, CA (San Diego County), with one fatality, the female. But the two males names have NOT been released nor even mentioned of the ability to mention the names. I believe the news are purposefully not even mentioning anything about their names because, the way things have been going with so many prior incidences, the names have turned out to be an Islamic, Arabic/Middle Eastern nature. So I am waiting for their names. If your reading this and do not know the names yet it is because they still have not been released. I will update when the names are revealed. But I believe it is highly likely that this small Southern California Sutherland Dam was a target missed, as the eyewitness accounts of the final flight pattern near the dam, are definitely abnormal. I'm sorry folks but I've got this feeling all of this is related, and after the Mosul ISIS guy is dead, there will be retaliation, but the retaliation has already began, and the Oroville Dam is already part of it, and quite possibly this small southern CA dam was a missed target, and who cares, as even our own President Trump is even threatening our state with withholding of Federal funds and we're a laughingstock to the whole country anyways, right? But as far as the Mosul Dam is concerned, the ISIS leader and ISIS headquarters are located in ancient Ninevah, now Mosul, right where the Mosul Dam is, and is under threat of being destroyed. So for monumental reasons, it seems opportune for some of our terrorist enemies inflict us in the same manner they know THEY are soon to be inflicted by.

As far as your dream about a flood San Francisco represents California because of the Golden Gate bridge and the 9th Circuit Court of appeals is located in SF also. Iraqi news outlets claim Abu Bakr al-Bahgdadi seriously hurt, transferred to Syria for treatment

Even this article casts doubts about the claims of his injury. It says that al-Baghdadi was injured in Mosul which is the hometown and headquarters of ISIS. The article says that he was transported to Syria. Greater Mosul is surrounded. If al-Baghdadi was transported to Syria then how did ISIS get him past the Iraqi Army, Kurdish Peshmerga, and Iranian backed Shia troops? I suspect that al-Baghdadi will die inside of Mosul just like Assyrian king Sinsharishkun died inside of Nineveh when it flooded in 612 BC. Sinsharishkun committed suicide when he saw that the walls of Nineveh were breached. 

I think that the Prophet Nahum identifies al-Baghdadi in the following verse.

Nahum 1:11 There is one come out of thee, that imagineth evil against the LORD, a wicked counsellor.

The Old Testament book of Nahum is all about the flooding and destruction of the ancient Assyrian capital city of Nineveh. Today Mosul is built around the ruins of Nineveh. I think that Nahum also predicts the flooding of ISIS in Mosul.

Nineveh was destroyed by a flood along with three invading armies in 612 BC. When the walls of Nineveh collapsed the Assyrian King Sinsharishkun committed suicide inside of the city. Sinsharishkun is certainly represented in Nahum 1:11. ISIS leader Abu Bakr al-Baghdadi may also be represented.

That all makes complete sense. Also, beings it would be impossible for al Baghdadi to get past allied army, then it may just be a strategic code story that his time is coming soon as the Mosul dam's destruction is imminent now that our own U.S. intelligence is well aware that the Oroville Dam is a related similarity target as well as this Southern CA Sutherland Dam that was missed, but the main target, Oroville, is mission accomplished. So now the guy is ready to go home to his 70 virgins in the sky. I think all hell is breaking loose and we're pre occupied with Federal aid recipients taking drug tests, Lady Gaga and all the other non sense.

State water officials watched nervously Sunday as thousands of cubic feet of water continued to gush over Lake Oroville’s emergency spillway every second — an unprecedented measure to reduce water volume in the state’s second largest reservoir that neared capacity this weekend.
The spillway — an open hillside that drains to the Feather River below — had never been used since the Oroville Dam was completed in 1968, raising concerns over how it will hold up and whether boulders, brush and other debris will threaten fish and levees downstream.
The backup spillway has so far performed as designed after water started cascading down the chute Saturday morning.
“It’s still a dynamic situation and they’re trying to mitigate any threats downstream,” Capt. Dan Olson with the California Department of Forestry and Fire Protection said Sunday. “I think they’re making progress.”
Water began to fall over the emergency spillway at 8 a.m. Saturday and was expected to continue through Sunday at least. Flows peaked at 12,600 cubic feet per second at 1 a.m. Sunday, and have since decreased as the lake drains.
Cal Fire teams are positioned with cranes and excavators to catch any large debris that could wash down the Feather River and become snagged at the next gated spillway closer to the city of Oroville.
“There has been minimal to no debris,” Olson said.
The trouble with reservoir started last Tuesday when operators detected a hole in the dam’s primary spillway, a 3,000-foot long concrete-lined channel that has been used often in this especially wet winter.
The hole grew dramatically in the following days, prompting officials to slow the outflow of the main spillway to 55,000 cubic feet per second — less than the inflow of 90,000 cubic feet per second that was dumping into lake from recent storms and runoff.
The primary channel appears to have stabilized with no additional damage observed since Saturday morning, officials said. The cost of repairing the concrete spillway has soared to as much as $200 million.
On Sunday, the lake’s inflow decreased to about 52,000 cubic feet per second, allowing the water level to come down from within 21 feet of the top of the dam.
Before Saturday, crews cleared trees, brush and other debris out of the emergency channel to prevent problems downstream. Water flow has caused minimal erosion to the hillside, state Department of Water Resources officials said.
Lake Oroville and its dam — the nation’s tallest at 770 feet — are cornerstones of the state’s water project. The reservoir is the second largest in the state behind Lake Shasta and supplies water to Central Valley along with districts in the Bay Area and Southern California.

Downstream at the Feather River Fish Hatchery in Oroville, officials with the California Department of Fish and Wildlife scrambled to move salmon eggs and hatchlings into nearby holding ponds due to brown and silty water that threatened the fish.
The outflow from the lake was not expected to create flooding problems along the Feather River, officials said.

OROVILLE, Butte County — Butte County residents near the Oroville Reservoir, including the entire town of Oroville, were ordered to evacuate Sunday evening after the emergency spillway next to the reservoir’s dam suffered a possible structural failure, officials said.
“There has been severe erosion of the emergency spillway and a possible structural breach that could send uncontrolled water down the stream,” said Chris Orrock, a spokesman with the California Department of Water Resources.
Residents downstream from Lake Oroville were ordered to evacuate. Counties around the reservoir, the second largest in the state, and down to Sacramento were notified about the possibility of flooding.
Department of Water Resources officials issued a statement just before 4:45 p.m. that the “auxiliary spillway at the dam was predicted to fail within the hour.”
Officials increased water releases out of the primary spillway to 100,000 cubic feet per second to relieve pressure on the emergency spillway.
An evacuation shelter was set up at the Silver Dollar Fairground in Chico at 2357 Fair St.
Traffic was bumper to bumper as residents of Oroville, Biggs and Gridley headed slowly out of the possible flood zone eastbound on Highway 162.
“This is very serious,” said Scott McClean, a spokesman with the California Department of Forestry and Fire Protection who was in the evacuation traffic. “From what I understand it’s the auxiliary spillway at a point of possible collapse. I’m just trying to get through traffic.”
The amount of water gushing over Lake Oroville’s emergency spillway had begun to decrease before the emergency Sunday as state officials pushed ahead with urgent measures to make room in the state’s second-largest reservoir.
The emergency spillway — an open hillside that drains to the Feather River below — had never been used since the Oroville Dam was completed in 1968. The discharge that began early Saturday raised concerns over how the backup channel would hold up, and whether debris would threaten fish and levees downstream.
The primary concrete spillway just south of the overflow area, meanwhile, was thought to have stabilized after a gigantic hole emerged in its 3,000-foot-long channel last week. The gash forced operators to reduce the outflow, which set the stage for this weekend’s unprecedented situation.
Another wet-weather system, in what has been a soaking winter, is on deck to hit Northern California on Wednesday, requiring water managers to make still more room in Lake Oroville for another surge.
The series of Pacific storms is expected to bring up to 4 inches of rain to parts of the Central Valley, said Idamis Del Valle, a meteorologist with the National Weather Service’s Sacramento office.
“We need to do everything we can to maximize our ability to move water our of this reservoir — not just for the coming storm but for the coming storms,” said Bill Croyle, acting director of department of water resources. “Our planning is both short term and long term.”
Teams were dredging an area composed of silt, rock and hunks of concrete debris that has formed under the primary spillway following recent erosion.
The blockage forced water in the diversion pool to back up toward the dam and has threatened the Edward Hyatt Power plant at the base of the concrete behemoth.
The power station, which was closed late Friday due to the threat, serves as a third release point for the reservoir when it is operational. The facility expels up to 14,000 cubic feet of water per second downriver.
Officials had stressed earlier Sunday that the structural integrity of the 770-foot Oroville Dam — the tallest in the country — had not been compromised by the damaged spillway.
Once the dredging is completed, crews must rewire overhead power lines that were taken out of service after support towers were threatened by erosion.
Operators first detected the hole in the primary spillway Tuesday. Subsequent releases down the slide made the hole grow dramatically, exposing bedrock even beyond the 180-foot-wide channel.
Officials stabilized the hole and stopped further erosion by slowing the outflow to 55,000 cubic feet per second. But 90,000 cubic feet of water per second continued to dump into Lake Oroville and pushed the reservoir over capacity on Saturday.
“The problem is we don’t have that flexibility right now,” Croyle said. “Our bowl is full. So, what comes in comes out.”
By Sunday, the rate of inflow had fallen to 41,400 cubic feet of water per second, officials said.
The estimated cost of repairing the concrete spillway has soared to as much as $200 million, and officials are debating whether it can be patched when the rains end, or if a new chute will be needed altogether.
Under clear skies, many residents from nearby communities headed to Oroville on Sunday in hopes of seeing the raging Feather River or the damaged spillway. They parked and walked along streets overlooking the murky water, but public access to the spillways next to the dam was blocked.
The reservoir is the second largest in the state behind Lake Shasta and supplies water to Central Valley along with districts in the Bay Area and Southern California.
On Sunday, the cause of the hole in the main spillway was still being investigated. But experts noted repairs had been made to the spillway in 2013 near where the hole emerged.
Robert Bea, a U.C. Berkeley engineering professor, reviewed 2015 inspection reports that made note of the earlier repairs to the concrete slabs.
“From what I can tell from the photographs, it appears that the water pressures from the recent releases were great enough to cause failure of the repairs made to the base slabs,” he told The Chronicle.
Downstream from the dam at the Feather River Fish Hatchery in Oroville, officials with the California Department of Fish and Wildlife had moved nearly all their salmon hatchlings into nearby holding ponds due to brown and silty water that threatened the fish.
